Teams, Players and Ratings
- All players/coaches/managers must sign the player roster at registration or at the fields prior to the first game in which they plan to participate. Photo ID will be required to register.
- 2011 NAGAAA player ratings will be used. Non-NAGAAA players must be rated according to the 2011 NAGAAA 27-point rating system. Teams will be placed in Divisions according to NAGAAA Division Criteria.
- There will be NO Managers Meeting. Please review all rules AND schedules that will be emailed to you. Any questions or concerns should be directed to the Tournament Director by email no later than Sunday, November 27, 2011. (nolasoftball@yahoo.com)
- Pool Play Schedules will be emailed to all coaches and posted on the website
Game Rules
- The tournament will follow 2011 ASA rules with the following exceptions/affirmations and use 2011 NAGAAA Player Ratings:
General Rules that Apply to Pool Play and Double Elimination
- Any player found playing without having signed the player roster is subject to suspension and the team will forfeit that game. Any previous games are also subject to forfeiture.
- Game time is forfeit time.
- Forfeit games will be scored 7-0 for seeding purposes.
- Four-copy line-up cards will be provided and must be used during the tournament.
- Each team is required to completely (including first and last names, jersey numbers and positions) fill out line-up cards and distribute – immediately prior to game time -- as follows: White copy to the umpire, Pink copy to the opposing team, Gold copy to the scorekeeper, and Yellow copy to the bench.
- Teams may bat a maximum of 11 players, with one of those being an optional DH.
- If a player is listed as a substitution on the line-up, he/she may enter the game in place of another player on the roster at any time. The player leaving may re-enter the game once.
- All bats must currently be approved by the American Softball Association for play. NO EXCEPTIONS. Umpires will check before each game.
- There is no 'double bag at first' rule in effect. (no safety bag)
- Pitching height will be called according to NAGAAA rules (6’ – 12’).
- One courtesy runner per inning is allowed. The runner must be the last previous out and not currently on base. If there has been no out, then it is the last batter in the line-up at the time of the courtesy runner.
- Run Rule is as follows: 20 runs after 3 innings, 15 runs after 4 innings, and 10 runs after 5 innings.
- Over the fence home run limits per game are as follows: C Division - 1 per team, D Division- 0. Any home run above and beyond this limitation will constitute an out with no other penalty. D Division - 0 per team – any unassisted home runs clearing the fences will be an INNING-ENDING OUT!
- All Players must be age 18 or more. The only additional player eligibility criterion is their skill level according to the 2011 NAGAAA Player Ratings.
- Any player ejected from a game is ineligible to play in their team's next game and may be eliminated from tournament play at the discretion of the BSC Tournament Director.
Pool Play
- A random drawing of teams will determine round robin pool play (with attention paid to separating teams from the same city).
- Pool Play games will have a 45 minute time limit, DROP DEAD!
- There is NO TIME BREAK between games, so PLEASE leave and enter the dugouts quickly!
- Ties are allowed in Round Robin play.
- All Pool Play games will be played with a 1 - 1 count, with 1 courtesy foul.
- Home team is randomly determined and listed as first team on schedule.
- Records from Pool Play will determine seeding for bracket play. In the case of duplicate win/loss records, head to head competition will be used to break the tie. Run differential will be used as the next tie breaker. If, still a tie then total runs scored, then pulled from hat.
Double Elimination Bracket Play
- The higher seed will always be home team, with the exception of the championship game where the winner’s bracket champion will be designation home team.
- All double elimination games will have a 50 minute time limit with no new inning starting after time is called.
- All double elimination games will be played with a 0 - 0 count and 1 courtesy foul.
- Ties will be played out using the International Tie-Breaker Rule. The last out of the previous inning will go to second base. Play will resume with each team getting three outs, the count starting at 0-0, playing complete innings until the tie is broken.
Protests
- Protests on Rules Interpretation must be submitted to the plate umpire prior to the next batter. The game will continue and BSC Tournament Director and/or NSL Commissioner along with the UIC will make a final decision immediately following the game. If a Rules Interpretation protest is upheld, the game will start over at the point of the protest.
- Ratings for all teams will be provided in advance to the Managers.
- Protests on player ratings require a $250 cash deposit and a completed protest form (found on the website and in your manager’s packet), and must be done with the plate umpire at the time of the protest and before the end of the game. $250 will be refunded if the protest is upheld and forfeited if the protest is denied.
- Protests on player ratings must also be accompanied by $75 per question being protested, in addition to the $250 deposit. This fee must be submitted to the plate umpire at the time of the protest and before the end of the game.
- The manager of the protested player has the immediate right to yield to the protest. In doing so, the protested player will be eliminated from eligibility for the tournament if their rating exceeds the limit for their team’s division or the player’s eligibility for that division. The protested team will be assessed a loss, but no further sanctions will be imposed on the team.
- If the protested manager does not yield, NSL Commissioner and/or BSC Tournament Director will appoint an Ad Hoc Committee (composed of NAGAAA member city officers and/or managers with no conflict, and the protest umpire) to review the protest. The committee will then reach a decision before each team continues in the tournament. The committee will convene immediately for a maximum of 15 minutes. A majority vote rules.
- If a player is successfully protested but their revised rating does not exceed the limit for their team's division and their revised team rating is still below their divisional limit, the team and player will both be allowed to continue and the protested game's result will stand.
- If a player is successfully protested and that player's revised rating exceeds the limit for their team's division but their revised team rating is still below the divisional limit, that player will not be allowed to continue play. The protested team will be assessed a loss, but no further sanctions will be imposed on the team.
- If a player is successfully protested and their revised rating causes their team's rating to exceed the limit for their division, that team will be assessed a loss and will not be allowed to continue.
Miscellaneous
- Unsportsmanlike conduct will NOT be tolerated. Umpires will give first warning at game time, and will not be required to give another one before ejecting a player.
- NSL Commissioner and/or BSC Tournament Director reserve the right to make any necessary changes to rules and/or the schedule in order to complete or revise the tournament because of weather conditions or other uncontrollable factors.
- Inclement weather is not just cause for refund of the entry fee. We will do everything possible to ensure all games will be played as scheduled. Should weather occur the website will be updated and the Hotel Concierge will be notified.
- Should cold weather become a factor, jerseys MUST be the top layer of clothing.
- La Salle and Jefferson Parish Authorities have final decision on field availability due to weather. The NSL does not have any say in the matter!
